Community Project Funding

Congressman Conaway submitted funding requests for important community projects in New Jersey’s 3rd Congressional District to the House Appropriations Committee. The application for FY27 Community Project Funding has ended. Guidance on the reforms governing Community Project Funding (CPF) is available here, and additional guidance for each Appropriations Subcommittee can be found below, depending on your project.

Under guidelines issued by the Appropriations Committee, projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding. For-profit entities are not eligible for this funding.

In compliance with House Rules and Committee requirements, Rep. Conaway has certified that he and his immediate family have no financial interest in any of the projects he has requested.

The deadline for requests was April 25, 2025.

Projects Requested for FY27

Proposed Recipient: Angel Sense Expansion

Address: Burlington County Sheriff's Office, located at 49 Rancocas Rd. Mt. Holly, NJ 08060. 

Request: $86,400.00

Summary: The funding would be used to expand a missing-persons prevention and recovery program by improving GPS-based locative technology. This expansion will enhance real-time monitoring capabilities and improve the speed of locating individuals with developmental disabilities or dementia who are at risk of wandering, thereby strengthening public safety.

Proposed Recipient: Comprehensive Supports for Victims of Gang-Related Domestic Violence and Human Trafficking

Address: 180 Turning Lives Around, Inc., located at 40 Monument Street, Freehold, New Jersey, 07748.

Request: $650,000.00

Summary: The funding would be used for case management and coordination with prosecutors and law enforcement, specialized counseling, programs for education on legal rights as victims, and referral to housing, mentorship, transportation, and life-skills building.

Proposed Recipient: Mercer County Public Safety Robotic Response Initiative

Address: Mercer County Sheriff's Office, located at 175 South Broad Street, Trenton, NJ 08650. 

Request: $900,000.00

Summary: The funding would be used to purchase three tracked quadruped robotic systems for its Tactical Response Team to safely assess and respond to high-risk incidents such as barricaded suspects, violent crime scenes, and dangerous search operations. These systems will enhance officer safety and strengthen the county’s ability to support municipal police departments during critical public safety situations.

Proposed Recipient: Well No. 5 and Wellhouse Project

Address: Joint Base McGuire-Dix-Lakehurst, located at 3021 McGuire Blvd., McGuire AFB, NJ 08641.

Request: $11,500,000.00

Summary: The funding would be used to replace Well No. 5 to sustain the potable water requirement of Joint Base McGuire-Dix-Lakehurst. Well No. 5 is currently at 50% of the design water production rate, 20-30+ years past the typical life cycle of a public water supply.
